Help shape the future of digital services at Havering
The London Borough of Havering is investing in modern digital services, making better use of data and exploring how emerging technologies can improve the way we work and deliver services to residents.
We are looking for an experienced, innovative and forward-thinking Solution Architect to help shape our technology landscape and drive the adoption of modern, connected and efficient digital solutions.
Microsoft technologies are central to our direction of travel, particularly Power Platform, Microsoft Fabric, Dynamics 365, Azure, Copilot Studio, AI and intelligent automation.
This is an exciting opportunity to influence how these technologies are used across the Council, turning ideas into secure, scalable and practical solutions that deliver measurable benefits.
About the role
Working within our Digital function, you will lead the architecture and design of technology solutions across a broad portfolio of digital, data and service improvement initiatives.
You will work closely with service areas, engineers, developers, data specialists and external partners to design solutions that simplify processes, connect systems and improve experiences for residents and staff.
Your key areas of focus will include:
- Power Platform and low-code development: Shaping the architecture, governance and adoption of Power Apps, Power Automate, Dataverse and Copilot Studio to improve services and streamline processes.
- Microsoft Fabric and data architecture: Supporting the development of a modern, integrated data platform that enables data consolidation, analytics, business intelligence and better decision-making.
- AI and intelligent automation: Identifying opportunities for AI-enabled solutions, intelligent agents and process automation, ensuring appropriate governance, security and human oversight.
- Dynamics 365 and resident-facing services: Designing connected digital services and CRM capabilities that improve customer experience and support more joined-up services.
- Cloud and integration architecture: Developing secure, reusable architectural patterns across Azure, APIs, identity services, enterprise applications and existing Council systems.
- Architecture and technical governance: Establishing standards, reviewing solution designs, assessing technical risks and ensuring technology decisions support the Council's wider priorities.
You will help reduce unnecessary complexity, encourage interoperability and reuse, and ensure that technology investments deliver sustainable value.
About you
We are looking for someone who combines strong architectural expertise with practical technical knowledge, curiosity and a genuine interest in improving how services work.
You will bring:
- Proven experience designing complex digital solutions and leading solution architecture activities.
- Strong understanding of cloud technologies, system integration, application development, data architecture and security.
- Experience with Microsoft technologies, ideally including Azure, Power Platform, Dynamics 365 or Microsoft Fabric.
- An understanding of AI, automation and emerging technologies, including their opportunities, limitations and governance requirements.
- Ability to translate business needs into clear, robust technical designs and architecture documentation.
- Experience establishing technical standards, evaluating solution options and providing architectural assurance.
- Strong communication and stakeholder engagement skills, with the ability to work effectively across technical and non-technical teams.
- A collaborative, pragmatic and delivery-focused approach, with the confidence to challenge existing practices and recommend improvements.
Experience of local government, public sector digital services, GDS principles and working with complex technology environments would be advantageous.
We do not expect you to be an expert in every Microsoft technology. What matters is strong architectural judgement, an understanding of modern technology and the ability to design solutions that make a real difference.
Why join us?
You will have the opportunity to influence Havering's digital direction, work with modern technologies and help shape how we use cloud services, data, AI and automation across the Council.
This is a role where you can contribute ideas, establish good technical practices and see the impact of your work through more efficient processes, better-connected systems and improved digital experiences.
We are looking for someone who combines strategic thinking with practical delivery and wants to help build a simpler, smarter and more connected digital environment.
If you enjoy solving complex problems, exploring new technologies and turning ideas into working solutions, we would welcome your application.
