About the role

What We're Looking For:

The Workstream Lead - Hazard Mitigation provides programmatic leadership and technical oversight for COR3 Hazard Mitigation Grant Program and Public Assistance Section 406 mitigation activities. The position leads mitigation project formulation, review, technical assistance, and portfolio coordination; supervises mitigation specialists and subject matter experts; and supports COR3 and participating entities in advancing complete, compliant, technically defensible, and implementation-ready mitigation projects. The role works closely with project leadership and the engineering, feasibility, benefit-cost analysis, environmental and historic preservation, grant compliance, QA/QC, data, and reporting workstreams.

What You'll Do:
  • Lead the hazard mitigation programmatic workstream and coordinate assigned HMGP and Section 406 mitigation activities with COR3, project leadership, participating entities, FEMA, and internal technical teams.

  • Oversee mitigation project identification, scoping, formulation, review, application development, amendments, requests for information, implementation support, and closeout readiness.

  • Provide technical and policy guidance on FEMA mitigation eligibility, program requirements, project feasibility, cost-effectiveness, schedules, documentation, and compliance risks.

  • Direct and coordinate the work of HMGP, Section 406, planning, BCA, engineering, EHP, cost-estimating, grants, and other specialists assigned to mitigation projects.

  • Confirm that project scopes, cost estimates, schedules, technical analyses, benefit-cost documentation, EHP materials, and supporting records are internally consistent and ready for review.

  • Identify, evaluate, document, and escalate issues that may affect eligibility, funding, obligation, implementation, compliance, or project schedules, and recommend practical resolution strategies.

  • Coordinate responses to FEMA or COR3 comments and RFIs, track open items, and support timely resolution of technical and programmatic issues.

  • Establish work plans, priorities, production expectations, review protocols, quality standards, and reporting requirements for the mitigation workstream.

  • Monitor workload, milestones, deliverables, staffing needs, risks, dependencies, and performance indicators; provide recurring status updates and recommendations to project leadership.

  • Integrate audit-ready documentation, decision tracking, peer review, and QA/QC into mitigation workflows to reduce rework and downstream funding risk.

  • Provide technical assistance, training, templates, tools, and knowledge transfer to COR3 personnel, participating entities, and project staff.

  • Support client meetings, technical working sessions, executive briefings, stakeholder coordination, and other engagement activities related to mitigation project development and delivery.

  • Contribute to staffing plans, scopes of work, technical approaches, proposals, presentations, and identification of emerging mitigation support needs.

  • Perform other duties consistent with the responsibilities of a senior hazard mitigation workstream leader.

Supervisory and Workstream Leadership Responsibilities

  • Lead mitigation specialists, planners, subject matter experts, analysts, and other personnel assigned to the workstream through direct or matrix supervision.

  • Establish clear assignments, decision rights, review responsibilities, delivery standards, and accountability for work products.

  • Coordinate resource needs with the Project Director and engagement leadership and support recruiting, onboarding, mobilization, coaching, mentoring, and staff development.

  • Review work products for technical quality, policy alignment, completeness, consistency, and readiness before submission or client delivery.

  • Promote collaboration across prime and subcontractor teams while maintaining clear responsibility for workstream performance and quality.

What You Need to Succeed:
  • Five (5) years of progressively responsible experience supporting, administering, reviewing, or leading hazard mitigation, disaster recovery, resilience, infrastructure, or federally funded grant programs.

  • Significant experience with FEMA HMGP and/or Public Assistance Section 406 hazard mitigation, including project formulation, application or scope review, technical assistance, implementation support, or closeout.

  • Demonstrated experience leading multidisciplinary teams and coordinating engineers, planners, BCA specialists, EHP professionals, cost estimators, grant specialists, and other technical resources.

  • Experience working with federal, state, local, tribal, territorial, recipient, or subrecipient stakeholders on complex mitigation projects.

  • Experience resolving complex eligibility, scope, documentation, cost-effectiveness, compliance, funding, or implementation issues.

  • Experience managing multiple projects, priorities, schedules, deliverables, risks, and client expectations in a deadline-driven environment.

  • Puerto Rico disaster recovery or mitigation experience and direct experience supporting recipients or subrecipients are strongly preferred.

  • Ability to interpret complex federal requirements and translate them into practical scopes, workflows, tools, review criteria, and implementation guidance.

  • Ability to lead portfolio-level delivery, prioritize high-risk or high-value projects, manage dependencies, and escalate issues with clear options and recommendations.
