Job Description

Global Mobility Consultant, Domestic Relocation & Policy

The Role

As a fully qualified, experienced professional on GM’s Total Rewards and Global Mobility team, you will independently lead the operational management, governance, and continuous enhancement of domestic relocation programs and support policy development and maintenance across all Global Mobility programs. Using deep professional expertise, independent judgment, and minimal guidance, you will promote consistent policy application, a strong end-to-end employee experience, and alignment with business and workforce needs. Serving as a trusted advisor to Human Resources, business leaders, employees, and relocation service providers, you will analyze broad and non-standard challenges, develop practical options, and translate business needs and market insights into scalable solutions. You will develop, recommend, and execute domestic relocation strategies and operating plans globally; establish clear governance, service expectations, and reporting; and drive improvements across policies, processes, technology, and stakeholder experience. The role owns the development and delivery of solutions; influences change across the broader function without direct authority and serves as a resource to colleagues on complex matters.

What You’ll Do:

Policy, Governance & Program Management

  • Own the execution, performance, and governance of domestic relocation programs, using independent discretion to prioritize work, managing risks, and delivering outcomes aligned with GM policies and business objectives.
  • Develop, recommend, and execute domestic relocation strategies, roadmaps, and operating plans that address workforce needs, business priorities, market conditions, and employee experience.
  • Translate policy changes, business requirements, and relevant compliance considerations into prioritized implementation plans, operating procedures, playbooks, service standards, and stakeholder communications; anticipate downstream impacts and address obstacles early.
  • Use data, metrics, and operational insights to identify trends, risks, root causes, and improvement opportunities; evaluate alternatives and recommend solutions that strengthen policy effectiveness, service delivery, and program governance.
  • Support policy review, development, maintenance, and implementation across all Global Mobility programs to promote global consistency while addressing business needs and local requirements.
  • Conduct research and analysis using industry surveys, market data, peer benchmarks, and stakeholder feedback to identify best practices and trends; develop leadership proposals for new or enhanced policies that support competitiveness in attracting and retaining talent.
  • Support policy and program improvement initiatives from analysis through implementation, measuring results and incorporating lessons learned into future planning.

Advisory & Stakeholder Management

  • Serve as a trusted subject matter expert, providing consultation and training to Field HR, Talent Acquisition, managers, business leaders, and other stakeholders on relocation programs.
  • Translate complex and ambiguous policy requirements into practical guidance, clear recommendations, and actionable decisions that balance employee needs, business objectives, and equitable policy application.
  • Use data and analysis to present policy and program recommendations, demonstrate the value of improvements, anticipate objections, and address concerns with leaders.
  • Build relationships with stakeholders and relocation service providers; influence outcomes through credibility and persuasion when perspectives, established practices, or priorities differ.
  • Collaborate with HR, Legal, Payroll, Tax, Technology, vendors, and business teams as needed to align relocation delivery and policy changes with workforce and operational needs.
  • Work independently on broad, multi-stakeholder priorities, seeking guidance at critical decision points while maintaining ownership of the plan, communication, and outcome.

Service Delivery, Vendor Management, Complex Cases & Escalations

  • Lead complex, unique, sensitive, and high-visibility domestic relocation cases in coordination with employees, HR, vendors, and other stakeholders as needed.
  • Evaluate case circumstances, policy provisions, business needs, and employee impacts to identify options and develop practical recommendations for non-standard situations, balancing equitable policy application with employee and business needs.
  • Independently resolve new or ambiguous problems using sound judgment, strategic thinking, and alternative approaches; escalate risks promptly when additional expertise or decisions are needed.
  • Serve as an escalation point for HR, managers, employees, and relocation service providers when matters require additional expertise, judgment, or guidance.
  • Own the development and delivery of solutions for escalations, exceptions, corrective actions, and stakeholder commitments; monitor resolution, incorporate lessons learned, and hold partners accountable for follow-through.
  • Manage relocation service provider relationships and delivery expectations; monitor service quality, policy adherence, and issue trends, and drive corrective actions and improvements with vendors.
  • Lead and support relocation program modernization, including process redesign, technology enhancements, change management, and operational excellence projects that advance the broader Global Mobility function.
  • Champion a positive end-to-end employee experience by regularly seeking employee and stakeholder feedback, identifying friction points, and implementing improvements.
  • Participate in cross-program Global Mobility strategic initiatives and process improvements; serve as a resource to less-experienced colleagues, providing guidance on difficult issues and sharing expertise across the team.
