About the role

Your Role

The Technical Delivery organization serves as the execution backbone for Stellarus’s strategic technology portfolio, spanning directly owned and executed strategic initiatives as well as cross-functional programs tracked and coordinated across the enterprise. The Sr Manager, Complex Programs & Mandates Delivery will be the single accountable owner for the health plan's commercial and growth initiatives, including new product launches, market and membership expansion, and programs that change how employer groups, brokers, and members are served. The role leads a team of Technical Delivery Leads, runs governance directly with health plan and technology executives, and ensures that every program in the portfolio is chartered, sequenced, and delivered with predictable, decision-ready reporting.

Our leadership model is about developing great leaders at all levels and creating opportunities for our people to grow – personally, professionally, and financially. We are looking for leaders that are energized by creative and critical thinking, building and sustaining high-performing teams, getting results the right way, and fostering continuous learning.

Your Work

In this role, you will:

Program Ownership & Delivery

  • Serve as the single accountable owner for cross-platform commercial and growth programs, from charter and kickoff through rollout and go-live.
  • Partner with health plan business owners to translate commercial strategy, product changes, and growth targets into scoped, sequenced delivery plans.
  • Plan and sequence delivery around commercial business cycles, including Open Enrollment, group renewals, and January 1 effective dates.
  • Determine which initiatives require end-to-end enterprise leadership and which should run through the standard platform operating model.
  • Coordinate dependencies, timelines, and team capacity across multiple platform teams and third-party vendors.
  • Ensure business and operational readiness for go-live, including coordination of training, communications, and cutover activities that affect brokers, employer groups, and members.

Governance & Executive Reporting

  • Run the pillar’s governance cadence, including weekly cross-platform working sessions, weekly execution forums with business and technology leads, and bi-weekly executive reviews.
  • Deliver clear weekly status, top risks, and decisions needed to senior leadership, and manage escalations through a defined resolution model.
  • Maintain program discipline through charters, RACI matrices, rollout plans, RAID logs, and action trackers, with full requirement traceability from intake through delivery.
  • Monitor delivery KPIs across the portfolio and recommend adjustments that protect business outcomes and timelines.
  • Manage program budgets, vendor statements of work, and spend forecasts, and flag variances early.
  • Apply AI-enabled tools and approaches to improve reporting quality, requirement traceability, and delivery efficiency across the portfolio.

People Leadership

  • Lead, coach, and develop a team of Technical Delivery Leads, including capacity planning, talent allocation, and mid-year and annual performance reviews.
  • Build a consistent, repeatable delivery practice across the team, and identify development opportunities that grow future delivery leaders.

Your Knowledge and Experience

  • Bachelor’s degree or High School Diploma/GED and 4 years of additional experience in lieu of a degree
  • 8 years of prior relevant experience in technology delivery, program management, or technology services with demonstrated progression in scope and responsibility
  • 4 years of direct people management experience, with a track record of coaching and developing delivery practitioners (project managers, delivery leads, or similar roles)
  • Demonstrated experience presenting status, risk, and tradeoffs to senior business and technology executives
  • Strong command of agile delivery, backlog management, and program governance artifacts such as charters, RACI matrices, and RAID logs
  • Experience managing program budgets and coordinating third-party vendors as part of large implementations
  • Health plan or payer experience is strongly preferred, particularly in commercial lines of business such as large group, small group, individual, or group Medicare
  • Experience using AI/ML concepts and tools in a professional setting is strongly preferred
  • Familiarity with health plan core administration or claims platforms, such as Facets, is preferred
  • PMP, PgMP, SAFe, or similar certification is preferred
